Legislative and regulatory choices have the capability to impact the flavor of our foods more than we can imagine and could also represent fundamental ingredients of the recipe for a sustainable global food system. The presentation analysis the crucial legal challenges in the agri-food sector, focusing on three key concepts: food safety, food security and food sustainability.
Lucia Scaffardi is Full Professor of Public Comparative Law at the Department of Law, Politics and International Studies of the University of Parma. Since 2023 she is Scientific Coordinator of the Project “Food for Future” Department of Excellence 2023-2027, awarded by the Ministry for University and Research. She is also Principal Investigator of a Project of National Relevance (PRIN 2022) on Novel Foods and Agriculture 4.0 as well as Leader of the University of Parma Research Unit in the PRIN PNRR 2022 “New Sustainability Governance” and of the ONFOODS Research Project funded by the National Recovery and Resilience Plan.
She is member of the Scientific Board of the PhD course in Legal Sciences of Parma and Modena Universities and former member of PhD course in Constitutional Law, School of Law Sciences, University of Bologna.
Lucia is the founder and coordinator of the BRICS Parma research group (www.brics.unipr.it) and Vice-President of the Italian Association of Constitutional Law (AIC). She has been a member of the Committee for Biosecurity, Biotechnologies and Life Sciences in Rome, President of the Committee for Statute guarantee of the Region Emilia Romagna (Consulta di Garanzia Statutaria della Regione Emilia Romagna). Former consultant with specialization in Constitutional and Comparative Law first at the Italian Presidency of the Council of Ministers, then at the Ministry of Public Administration and Simplification, Lucia has been Visiting Professor (2018) at the University of Coimbra, Facultade de Direito – Centro de Direito Biomédico, in 2014 and 2015 at the Institute of European and Comparative Law, University of Oxford, with a research on Privacy and Forensics DNA database; she has been Visiting Fellow at King’s College London, Department of Medical Law and Ethics (2011) as well as at the Washington School of Law, American University of Washington (2013).
Lucia’s main research fields cover different areas, from DNA databases for investigative purposes to biometric data as law enforcement tools, from hate speech to the BRICS cooperation. In 2008 she started focusing on food law and, in particular, on the impact of new technologies (GMOs, Novel Foods, and NGTs) on the food sector, considering food safety and sustainability issues together with specific legislative and regulatory challenges. She authored and edited several books, among which “Novel Foods and Edible Insects in the European Union. An Interdisciplinary Analysis”, published by Spinger.

Alberto Spagnolli is a Senior Policy Advisor to the Executive Director of the European Food Safety Authority (EFSA), an agency of the European Union (EU) responsible for providing scientific advice and communication on matters related to food safety. Since joining EFSA in 2011, Alberto has held various management and senior management roles, focusing on corporate governance, performance management, institutional and stakeholder relations, and communication.
Before his tenure at EFSA, Alberto worked for 18 years in Brussels as a policy officer and middle manager for the European Commission, the EU’s executive arm. His career spanned a broad range of policy areas, including state aid, antitrust, international trade and WTO negotiations, maritime policies, fisheries management, development funding. Earlier in his career, Alberto served as Assistant CFO for the Fochi Group, a multinational corporation specializing in large-scale engineering and construction projects in the oil, chemical, and energy sectors.
Alberto holds a master’s degree in economics from the University of Bologna.
